Job Title: HSE Manager

Job Purpose:

The HSE Manager is responsible for developing, implementing, and overseeing health, safety, and environmental management systems on-site to ensure compliance with local regulations, international standards, and company policies. The role ensures safe working conditions, risk control, and proactive accident prevention on large-scale infrastructure and road construction projects.

 

Key Responsibilities:

  • Lead and manage all HSE activities at the project site.

  • Develop, implement, and maintain HSE policies, procedures, and plans in line with statutory requirements and company standards.

  • Conduct risk assessments, hazard identification, and implement mitigation measures.

  • Monitor daily site activities to ensure compliance with HSE standards.

  • Deliver training, toolbox talks, and awareness programs for staff and workers.

  • Investigate incidents, accidents, and near-misses; prepare reports with root cause analysis and corrective/preventive actions.

  • Liaise with client representatives, consultants, and regulatory authorities on HSE matters.

  • Maintain accurate documentation and prepare regular HSE performance reports.

  • Drive a culture of safety excellence and continuous improvement across the site.

Job requirements

Qualifications & Experience:

  • Education/Certification:

    • Level 6 International Diploma in Occupational Health & Safety (NEBOSH, NVQ, or OTHM) – Mandatory.

  • Experience:

    • 10+ years total experience in HSE, including minimum 5 years in a full-time HSE Manager role on large-scale infrastructure and road construction projects.

  • Skills:

    • Strong knowledge of international HSE standards, codes, and local regulations.

    • Excellent leadership, communication, and reporting skills.

    • Proficiency in incident investigation, audits, and risk management.
